For each of those 2 squid boxes, can you post a "top" snapshot showing
(a) all CPU

Can you try to not look at the SNMP but look at a top output?
Just wondering if there is a possibility of something else.
what top or htop shows??
top has the "1" option which shows you all the cpus in the machine.
