This may be also influenced by PAM and resource limits.
On my Ubuntu desktop:
# Sets up user limits according to /etc/security/limits.conf
# (Replaces the use of /etc/limits in old login)
sessionrequired pam_limits.so
I had to add this into limits.conf to get a decent amount of filedescript

If you need to increase FD´s as it should be in your
case; then you need to install SQUID manully
and follow the FAQ guidelines.
