In the Windows port of Squid. See the Binary Distributions link..
If you already have installed this you should already have the Windows
version of cachemgr in libexec. Just copy or map this to your IIS.

I used the cachemgr.cgi from my linux install though.. should make no
difference, does it?

Anonymous Access is allowed, although I don't mind about that for
I have used a Domain Admin account so that should work too... execute
permissions are also set.
renaming the file to .exe on apache brigs up the following error:
couldn't create child process: 720005: cachemgr.exe
strange though.
