Thanks Sam and Brian.
To use Fedora's chkconfig mechanism, I wrote a wrapper to put into
/etc/rc.d/init.d to call sqwebmaild.rc at machine startup. Only problem was
I forgot to pass sqwebmaild.rc a parameter (start, stop, etc).
As soon as I fixed that it all worked.
