Is XMPP having a restriction for the direction of IQ stanzas, like HTTP has
for HTTP request messages (allowed only in client-to-server direction)?
For example, is an XMPP server allowed to send an IQ set stanza, and the
XMPP client to respond with an IQ result stanza?

Could you change the '.pem' extension of the file to '.bin' to allow the
download? Probably the browser is trying to import the .pem file and because
it's not being a CA cert from a trusted CA it prevents its transfer.
