For additional note, my laptop with Windows 8 64bit and Stellarium 0.12.0
RC1 64bit displays splash correctly.
I'm using an i5 CPU with nVidia GT 425M, driver is the newest 310.90

the lager side bar picture at the first screen of installer, and the start
up screen are still the old ones. If I didn't misremembering, I think there
are new logo pictures for those usage.

I think it's not a broken file, anyway. Also I just find that the
celestia-win32-1.6.1.exe file I just downloaded today has the same problem,
I'm going to check my permission config again.
It's really strange that
UPDATE: I made a win32 complied installer and all goes well, I didn't
change anything except a DLL of zlib to suit my environment, I don't think
this is the reason.
Maybe Alex could check your system permissions?
