WHO WILL SAVE THEM FROM THE MUNICIPAL CORPORATIONS-90 PER CENT OF HOMES IN DELHI HAVE NO COMPLETION CERTIFICATES, LEASEHOLD LAND CANNOT BE CONVERTED TO FREEHOLD WITHOUT HEFTY GRAFT MONEY, PROPERTY TRANSACTIONS ARE CARRIED FOR YEARS ON POA, CIRCLE RATES FOR PROPERTY TAX ARE RAISED BUT UAV BUILT UP IS NEVER CHECKED, COMPLIANCE OF PROPERTY TAX PAYMENT IS SIMPLY NOT DONE, NO ASSESSMENT ORDERS EVER PASSED, MUTATION OF PROPERTY, SALE OF PROPERTY CAN COST AS MUCH AS 10 PER CENT OF CIRCLE RATE VALUE OF PROPERTY.
