Long time— no see, because of not being able to send ANY mail to the
Campaign for Canada list (the litany of computer and internet problems
would fill a volume!). In case you have wondered, we are very much still
"in business" — fighting for Canada in more ways than one. David Orchard
has started to tour BC and has already had a couple of
standing-room-only meetings. Please inform your BC friends, and share
the unusual (unusually positive, that is) article on David Orchard by
the Vancouver columnist Barbara Yaffe which is attached. (Yaffe has been
a most vigorous "unite the right" booster, but is now changing her
tune.)

"GLOBALIZATION -- WHAT IS IT ALL ABOUT?"

David Orchard, organic farmer, author of THE FIGHT FOR CANADA and
runner-up to Joe Clark in the last federal Progressive Conservative
Party leadership race, started his B.C. speaking tour in Vancouver,
Wednesday, June 13, with a way-over-capacity filled public meeting in
Vancouver (and continued Friday June 15 with an also overflow crowd

TORY ALSO-RAN HARKS BACK TO TRUDEAU IDEALS

Those who finish second at leadership conventions often stick around to
fight another day.

Among those who best exemplify the trend -- Liberal leader-in-waiting
Paul Martin and prominent New Democrat Svend Robinson.

So, whatever happened to the guy who ran against Joe Clark for the
Progressive Conservative leadership in 1998 and surprised everyone by
coming in second?

David Orchard remains an active member of the Tory party. He's regularly
in touch with Mr. Clark, with whom he has a good relationship.

"I've been working very hard to rebuild the party," he told me this
week.


The Saskatoon native in fact ran as a Conservative in Prince Albert in
last November's election, losing to the Canadian Alliance's Brian
Fitzpatrick.

His campaign brochure included a quote from no less than the late Pierre
Elliott Trudeau, who last summer had endorsed his candidacy: "I found
your leadership campaign very interesting and I support your ideas.
You're not a usual politician ... I will be supporting you and watching
you from the side."

Mr. Orchard doesn't rule out running again for the Conservative party
leadership though he has no immediate plan to do so. For now, he
supports Mr. Clark. That said, he has continued to study French.

For the next few weeks, Mr. Orchard is in B.C. as part of a speaking
tour that starts tonight at the Vancouver public library.

He'll be offering a critique of free trade, selling Conservative party
memberships and passing the hat to finance his tour.

His primary message -- which he has shared with others in his party --
is that Conservatives should steer clear of any association or merger
with the Canadian Alliance. Conservatives must remain a party of the
centre.

He also opposes formation of a new party by Alliance and Tory members.

"It will be seen by the voters as a desperate gesture. The way to win is
to have ideas and concepts that fire the imagination of voters. That's
how John Diefenbaker won."

Mr. Orchard believes the Alliance is in the process of collapsing,
something he has long anticipated. There's no benefit in joining forces
with Stockwell Day's clan. What the Tories should do is "just take their
voters."

To achieve that, Conservatives need to adjust their policies to focus on
the fragile state of Canadian sovereignty. "The Tories have a long
tradition of defending Canadian sovereignty, going back to Sir John A.
Macdonald."

The 50-year-old organic wheat farmer wants to incorporate more
environmental concerns into party policy. (Tories have adopted Mr.
Orchard's position in favour of mandatory labelling of genetically
modified foods.)

An opponent of NAFTA, Mr. Orchard recognizes the value of trade but
opposes clauses in the the agreement Canada has signed that he says fail
to safeguard domestic interests.

For example, in the event of an energy shortage, under NAFTA Canada
would be obliged to keep shipping to the U.S. the same level of any
good, including energy, as was shipped before the shortage.

Mr. Orchard, who opposed the Meech Lake accord, blames Brian Mulroney
for the Tories' continuing difficulties and doesn't know why Mr. Clark
keeps making public appearances with the former leader.

Mr. Orchard notes that, since free trade, Canada's living standards have
fallen in relation to the U.S. and many Canadian assets have fallen into
American hands.

"We are seeing our country being gobbled up by our powerful neighbour.
There's a whole issue of whether we are going to have a country."

Protection of Canadian sovereignty could be an effective campaign theme
for the Conservatives given recent warnings from the Conference Board of
Canada about companies moving south.

In keeping with this theme, Mr. Orchard opposes dollarization -- having
Canada adopt the U.S. currency. "It would hurt our exports and spell an
end to any kind of independent economic policy in Canada."

Mr. Orchard, a blushing red Tory, of course represents only one branch
of conservatism.

But he believes the future of his party is tied to its ability to
fashion itself as moderate, progressive, environmentally sensitive and a
champion of Canadian sovereignty.

All of which, oddly enough, takes us back to themes that were prevalent
in Mr. Trudeau's time. THE END
