The new Struts wiki is up at: http://wiki.apache.org/struts/
Most of the pages from the old wiki have been migrated across, but I haven't checked them all, so some more pairs of eyes on them would be good before I (a) announce the new wiki to struts-user, and (b) have the old wiki content frozen. Note that the pages are from a snapshot taken a few days ago, so very recent changes may need to be made again. There's not much we can do about that (unless someone very persuasive can get another snapshot made and converted, which I think is unlikely).
