Submission guidelines

What exactly are the submission guidelines for features, patches, etc? I've
proposed an addition to the logic tags twice. and never heard yea or nay. Do
I need to include the code? Am I asking in the wrong place? Or should I
assume that silence means the community is not interested? I would like to
be able to contribute to the project, but am getting frustrated.
