DISCLAIMER : NEW to Struts and List (Please Help)

I am the IT Operations Prime supporting several Development
teams one of such is trying to implement Struts as part of
their latest application/project. Unfortunately, they were
able to get the examples and a simple prototype to run just
fine on their sandbox (Windows NT with Tomcat) but I have
been having major problems/challenges porting even the examples
(app and taglib) to the actual/real Development environment
(Solaris 2.6 , iPlanet Web Server 4.1 EE sp5 , and JDK 1.3.1).
If anyone has successfully deployed Struts (in anyway) to
a similar environment or just knows a lot about iPlanet and
could help, I would greatly appreciate any assistance.
[NOTE : iWS 4.1 EE w/ sp5 (think even through their latest sp9)
does NOT support the use of WAR files for web app deployment]
p.s.
I even used the iPlanet instructions (installation-ip.html)
included with the v1.0.2 distribution but no improvement.
