Well Bill your last post got me thinking. Most of the time I was just using Tomcat's context manager to restart the application instance and I figured it was working fince since if I changed the path location to the rolling file appender it seemed to pick it up the change and would output to the new file location. For some reason on a whim I stopped and restarted the whole server (which I I had tried before) and now it seems to be working. Maybe it was some weird combination of when I tried to restart the whole server before that I had it locked at one time by Explorer so that's why I didn't think that made a difference (coupled with the fact that restarting using the context manager seemed to work as well for picking up log4j.properties changes). Regardless for what ever reason it does seem to be working now.
