I have this problem with struts-1.0.2-4jpp and tomcat4-4.1.24-full.2jpp (JPackage), the relevant long entries are:

at org.apache.catalina.startup.ContextConfig.tldScanTld(Unknown Source)
This happens at deployment time with all the struts webapps and only with this file (struts-logic.tld). I try using the tld's from struts-lib distribution from jakarta with the same results. I upgraded xerjes and xml-commos-apis and nothing.
What I'm missing? is there anything else that must be upgraded?
