As David says, the is deprecated, but it still
working.
Your error comes from the xml validation: your doctype specify
tiles-definition as root element. Try:
"-//Apache Software Foundation//DTD Tiles Configuration//EN"
"http://jakarta.apache.org/struts/dtds/tiles-config.dt
problem getting to the URL -- I can do so
manually.
