Tomcat, I am suffering and no luck yet. I hate it now. It's very easy to do it in Weblogic. - Do not put struts.jar in Weblogic classpath or any other classpath it reads. - Struts.jar should be in your Web Application's WEB-INF/lib - Make sure you include struts.jar in your web application .war
