Okay, ANYONE ELSE WHO HAS THIS PROBLEM IN THE FUTURE:
*ONLY* put the struts jar in the struts-example/WEB-INF/lib/struts.jar
If you put it at the server level or any other location for that matter,
the ActionServlet will not find your ApplicationResources.properties
file.
