Tool for editing resource files

Hi, Anyone knows a tool / web application(WAR) that allows me to edit properties files (resource bundles). Most java IDE's have this integrated (Netbeans, Jbuilder). I'm looking for something I can give to the marketing people so they can change the multiple languages them self ... Anyone ? THA
