4.9.5 - translations

Hi Everyone, Just a quick reminder, assuming nothing goes wrong I'm planning to release 4.9.5 over the weekend. About half a dozen translations are already complete, many are missing the ~15 new strings, others still haven't caught up since the main translators disappeared... The draft 4.9.5

I tried to trace through all the error cases to understand better why our users are seeing some of the errors they are seeing. And I find the code fairly easy to read, but the way we do and do not pass error situations up the stack and the complete lack of useful error logging are rather frustrati
