For the system level notifications I was thinking of adding an ! icon (or
anything else) to the end of the frame and putting the notification palette
on that. Or maybe they should go under the journal, since the journal is
used for the system space notifications. What do you think from a ui

The implementation I did a few years ago, covered these system-level cases
decently well, it was not distracting since it was only a icon in the frame
and the palette acted like a messages queue... the messages are not lost
(as they remain in the palette for a longer while) and it does not distract

is than is very easy lose a notification.
A common case is when you send a file to a friend.
Your friend receive a notification, and need accept it,
but the corner icon flash by a short time.
