By setting randomTrips option -e 100 you have only generated vehicle
departures between 0 and 100.

the vehicle_count value is producing results as expected in our test. Can
you provide a small input sample to reproduce your issue?
Note, that you might find it more useful to use specialized outputs such as
edgeData output rather than --full-output which puts everything in one file.
