In the gui it does not seem to sync any rules.
I have an inbound nat rule that I made on the master

Should this sync to the slave???? Or do I have to replicate the rule in the 
slave gui. If the master goes down the slave becomes the master fine and the 
connection stays for lan clients but without copying my inbound nat rules 
across to the slave no one can connect on the inbound nat

Things in the  state table stays working fine.

Just so that I fully understand your question.. Your saying that it
syncs all other areas mentioned EXCEPT the firewall rules?
