I don't believe there is a workaround for that keyboard layout - it is a
GTK+ bug:

I'm very excited about Pidgin, but there is a problem with Czech diacritic,
concretelly when I want to write big letter of diacritic (such as ĚŠČŘŽÝÁÍÉ)
Pidgin writes small variant (I mean ěščřžýáíé).
Where's a problem? Thanks.
