Edit Message as new did not show html bar

I have been told, that If I send a message in plain text when I click on it in the sent folder then choice "Edit Message as New" that it is normal that The HTML bar is not present because SM cannot transform a plain text message into an html one, so, forgot to use html gadget when you want
