He claims 70% efficiency for the electrolyzer and $800 per kilowatt
capitalization. An abstract is at the URL.
Efficiency for the fuel cell is typically worse.
Then you have the storage problem. Hydrogen is pretty ho-hum when you add
all the numbers.

Green plants convert solar energy into oil which can be processed into
biodiesel. Diesels are a fairly mature technology and appear to have much
longer life on biodiesel. Storage is simple. Cost is low. Can be implemented
now. Is low tech, village level stuff. Decentralization is a key parameter
to freedom -- if you think such a thing is important. Energy will be used
just as food will as a method of enslaving/controlling you.

Hybrid designs have possibility. Skeleton (not Skelton) demonstrated a super
capacitor with order of magnitude power density improvement. Approaching
lead/acid storage densities without lead so no critical material shortage or
toxicity. Engine could be smaller and be optimized. No sulphation problem
with super cap if stored discharged.

Hi,
What about electrolysing water with wind generated electricity?
