Neal, I strongly suspect it's a ploy to get a break on taxes or emmissions credits for using cleaner fuel. I was working on a project for Fischer-Tropsch synthetic Diesel fuel, and contacted the railroad about putting in a siding. They wouldn't do it unless I could give them an exclusive on purchase of the fuel. With that, and a few other reasons, the project was never completed.
