Hard to tell what break is for whom: http://alaskalegislature.com/stories/041303/anwr.shtml My comment: If the Administration and Republicans actually cared to get permission to develop ANWR and coastal California Oil, they'd cease proposing so many socialist subsidies, err, "Tax Breaks", for their industry friends. Since they won't stop proposing these subsidies, I conclude that they don't actually care about developing those areas, and they don't actually care about consistent advocacy of free enterprise.
