NO, less efficient.  Le Chatelier's principle:  If a stress is applied to a
system in equilibrium, the equilibrium will shift so as to relieve the stress. 
Increasing temperature should improve efficiency.

In extreme conditions, such as a high-temperature plasma (achievable in a
solar furnace), you can force the equilibrium to the point that water
spontaneously splits to produce hydrogen.

That said, hydrogen is NOT a good choice for a fuel.  Any biofuel is better,
including ammonia.
