I can't seem to fix this...
I am using viewbox so that the svg scales well under user control.
however once I set the height in em, mozilla displaces the image
relative to opera.
stating padding and margins doesn't help.
thoughts please.

We default to the value 'auto' [1]. Opera 9.0 collapsed 'auto' of '100%'
I'm not sure if this is the problem or not (I didn't try your HTML) -- but
the file circle.svg
works for me in Opera and IE/ASV if and only if I remove the
line from the beginning. I didn't understand it so got rid of it and Opera 9
was happy.
