Your descriptions are pretty much right.
There’s no overlap between the tools as they use each other.
The Editor uses the UI for rendering (so you can get live feedback of what
you’re creating) and it uses the codegen to generate the code.

Given Java-s still appalling inability to handle multi-line strings, it's a
real PITA to have a neat looking "notes" string in your source code.
My idea was to allow the use of a URL to specify the actual contents of the
string, something like:
@ApiOperation(value="", notes="file:///...")
