peerlog: replace addrtot('Q') with fmt_address_raw()
The code simplifies the path construction by not
trying to get the path buffer's size 100% perfect.

ip_address: implement ipstr() using str_address_cooked()
Since this doesn't need to worry about reverse lookups a smaller
buffer can be used.
