Please review the fix for jdk9.
- All "package.html" files were replaced by "package-info.java" in javax.swing
package and its subpackages.
- All were replaced by {@tag }.
- Some unnecessary tags were removed.
- I also wraped some references to the classes in the {@link}
- All files
