What was asked for is not a OSIS2ODF filter, but the opposite, ODF2OSIS.
And, no I can not help. I am clueless on the matter.

I just downloaded NETfree, installed it, then ran:
mkfastmod NETfree
./search NETfree "meeting" lk,act
which returns:
Acts 5:12
Acts 13:43
Acts 20:8
Acts 24:23
This seems to be correct. Can you try examples/cmdline/search and see
what it returns for you?
