There are some dummy Bible modules available in the CrossWire av11n
repository.
They do not contain any verse text, just the references for each v11n.
One can use the Sword utility mod2osis to generate the OSIS XML file for any
of these.
There would be no other markup.

If your text requires no OSIS markup features, you could just use IMP format,
and make a preliminary module using imp2vs. See

Oops! My mistake.
The dummy Bible modules are in the CrossWire Experimental repository.
When viewed with the module manager of Xiphos, they are listed in the branch
called No linguistic content.

I suggest you use Bibledit. I use it in my scholarship because it is
very easy to add footnotes and cross-references and then export to a
SWORD module.
If you did not want to edit within Bibledit, you could create a project
in Bibledit that creates all the verses and then export to OSIS.
Just wondering if anyone has a dummy bible module available (in the rawtext
format). I am making my own translation of the Hebrew Bible/Old Testament (and
Matthew) and would like to simply add my translated verses to a pre-formated
