primary person doing work on the GSoC application. So from my point of
view, that work is already laid out for me. I don't really have the time to
work on that and Rails Girls SOC.

I agree with Aaron here. We barely get enough mentors for GSoC, so I'm not
sure how this will be possible. We could apply and then subtract the rails
girls mentors from the possible GSoC mentors. There is also no guarantee
we'll get all the GSoC spots we want.
