Remove 'shebang' style headers.

The following python modules have 'shebang' style headers
(#!/usr/bin/python or such) but are not intended to be directly executed:

sympy/utilities/compilef.py
sympy/solvers/numeric.py
sympy/mpmath/elliptic.py
sympy/mpmath/tests/test_elliptic.py
