Not true.  The same basic concept--the hypothesis is assumed to be false 
until proven conclusively true--is THE core concept of the current 
scientific method relied upon by the general world scientific 
community.  That concept is equally applicable in most situations where a 
supposition or accusation is made.  As I've said here before, proving a 
negative is almost impossible, so the burden MUST be on the positive 
position for proof.
