I think you shouldn't merge the *=ice_cream variantes. People never reached a consensus over which one to use (personally I think it's compelling to use shop=* instead of amenity=*), and there is another variant, which is amenity=cafe/fast_food/restaurant with cuisine=ice_cream, and is used even
