Where a cable exists (is present) then why not tag :
cable=yes/no/ length (in metres) ???
Cables would be wired in to prevent theft?
On one one OSM entry there should be one connector with any required cable tag
(and voltage/amperage etc)?

amenity=bicycle_parking, of which 457 have no bicycle_parking tag at
