just for the informal, uncontroled, ones.
Keeping "Sanitary Landfill" as just
landuse=landfill.

Many times in Brazil we found irregular landuse=landfill for urban waste
disposals.
Many times they are simple trash grounds uncontroled.
Guess only 10% of them in Brazil are regularized.
There are 2 fundamental classes according to its situation:

Even if the tag keys were not propper, you've just removed many specific
information about services that were in the values, such as batteries; brakes;
electrical; inspection; muffler; oil_change.
Without preserving them in any other usefull, or more propper tag if needed.
