The recent Bugzilla entry regarding Tomcat 5.0 made me realize that we really should deprecate and end of life JSTL 1.0.
Presumably it's linked to the same spec as Tomcat 4.x, and that has had its last release. We should mark it as deprecated and close out the open Bugzilla items as WONTFIX.
