[Tails-dev] tails plymouth theme

Hi, Branch feature/tails-plymouth-theme contains a plymouth theme to implement boot splash part of https://tails.boum.org/todo/windows_theme/ on machines with KMS support. Other machines would fallback on the current plymouth text plugin. Please review. Thanks, Alan -- pgpvTp5O5ux70.pgp D
