keep hearing toggle button and not what it is saying

When I am in keyboard settings for example when I arrow I keep hearing toggle button and not the word for example voice rate etc. I have to hit enter twice to hear the word using windows 10 build 1607 also in outlook 2016 not hearing the date of the message when I arrow up and down.
