Open the Window-Eyes control panel.
Alt-A Apps.
D Diagnostics.
Refresh accessibility libraries.
Reboot when prompted

If that doesn't solve your problem go back into Diagnostics and run
Repair Windows 10
It will be interesting to find out if Window Eyes will work with next
month's release of windows 10 creators fall edition?

Until you find which program the set file is associated with, you might want to
restore it to the profiles folder.
If you have deleted it permanently, just make a copy of any set file, and
rename it to the name of the file being asked for.
