The reason why I am looking for such a tool is because I think it would
be really useful in many aspects.
In case no such program exists, I wonder if there has been made any
attempt to create such a program (at least).

The wiki page has made good progress so far.
Now almost all icons are explained, only a very few icons for rare tags
are missing.
Also most areas are described, a few exotic area colors are missing,
but I don't know how many and which ones.
