I've so far simply been using a basic query like
highway=footway and newer:"2016-12-22:00:00:00"
This still requires a lot of manual review, of course. Too much to do in
great detail over large areas. I'm sure I'm missing things, but results of
this query has identified PoGo mapping problems,
