The administrative level of a place is useful for applications like renderers or namefinders. But the tag admin_level can be set in two elements: - the node tagged with place=town/city/village/etc (usually the administrative centre or capital for this level) - the relation for the administrative boundary with the risk of inconsistency.
If the administrative boundary relation exists, I would suggest to add the node representing the administrative centre (e.g. the country capital, the province capital, the county/district town) as member of this relation and remove the admin_level from the node.
