I've slightly updated the list based on uid list from the current full
history planet. Alas the problem is worse (~2700), probably due to
contributors wanting to agree to the new terms, but instead creating new
accounts.

There is a fair number (over 2000) of accounts where the login name only
differs in case and not all variants have accepted the CTs.
Now while this actually be different users, we do know of quite a few
contributors that have simply created multiple accounts per accident.
