IMHO (but others disagree), the model in SIT is simply to number the
levels sequentially , starting with 0 (where ever the appropriate ground
floor is) and leave everything else to labelling/naming of levels. But
as already said, others disagree and we even already make a bit of an

2. If a landing on a staircase between level 1 and level 2 is to be
assigned a level, it wouldn't make any difference if you called it 1.1
