Hi, I did think a bit more about the situation and think it makes no sense to try to rescure the meaning of "layer" for ways at different levels connected with pylons or similar constructions.
For simple cases such as pylons of aerial tramways it is defined so, that the tramway is above ground and thus a vertical ordering is defined. Similar situation with dams. For more general cases like 2 bridges at different levels connected through a pylon either "level" could be used or something more sophisticated like a relation.
