It depends on what you start with

Big computer, fast processor, lots of memory and a big screen > JOSM, download 
stuff near you and go

All the above and a GPS with tracks > JOSM, load one of your tracks to find 
where you are on the planet and download stuff near you


Old hardware, an internet connection and flash-enabled browser > use Potlatch 
to edit online


The above and a GPS with tracks - upload your tracks to the server, but I 
think you need JOSM to use them

there are alternate editing programs, I haven't managed to get them to compile 
for my use. Without a java overhead they may be more usable on older 
hardware.
